Riga Implements Major Gambling Restrictions Across Capital City

Riga City Council approved significant new restrictions on gambling operations on March 26, 2025, designating numerous locations and territories where gambling will no longer be permitted. The regulations were developed following Constitutional Court recommendations and incorporate feedback from public consultations held in February 2025.

Key RestrictionsThe new rules prohibit gambling operations in various designated areas throughout the capital. However, the restrictions do not cover the entire municipality and importantly do not affect operators' rights to open or expand gambling venues in four and five-star hotels.

According to the municipality, the proportionate restrictions aim to protect residents from widespread availability and visibility of gambling venues in the urban environment, thereby reducing the risk of impulsive gambling participation during daily activities.

Five-Year Transition PeriodOperators currently holding valid permits will have a five-year grace period from the date the municipality issues decisions to revoke previously granted licenses. This means existing permits for casinos, gaming halls, bingo halls, totalizators, and betting shops will remain valid for five years before expiring.

The extended transition period provides licensed operators time to adjust their business strategies and comply with the new territorial restrictions.
