Norway Grants Nine-Year Lottery Licenses to Postkodelotteriet and Pantelotteriet

Norway's gambling regulator Lotteritilsynet has renewed lottery licenses for two major operators, Postkodelotteriet and Pantelotteriet, with permits running from 1 March 2026 through 28 February 2035.

Expanded Scope for PostkodelotterietThe most notable development is Postkodelotteriet's expansion from two to 23 affiliated charitable organizations, according to Tore Bell, Department Director at Lotteritilsynet.

"It is new this year that Postkodelotteriet is applying to offer gambling for 23 organizations. Previously there were two," Bell stated.

License Terms and Revenue CapsUnder Norwegian regulations, approved organizations with international activities can apply to offer and receive income from large-scale gambling operations. Licensed operators are permitted maximum annual turnover of NOK 410 million (approximately €35 million), with annual adjustments according to the consumer price index.

Only Postkodelotteriet and Pantelotteriet submitted applications for this licensing period. In total, two licenses have been granted covering 24 organizations combined—23 under Postkodelotteriet and one under Pantelotteriet.
