Norsk Rikstoto Hit with NOK 6 Million Fine for Loss Limit System Failure

Lotteritilsynet has finalized a NOK 6 million (approximately €510,000) penalty against Norsk Rikstoto after a technical failure allowed customers to gamble beyond their loss limits for almost three years.

The BreachBetween December 2022 and September 2025, a system error in the Andelstorget and På Lag platforms permitted 806 customers to exceed their loss limits across 2,047 instances, with total overspend reaching nearly NOK 4 million.

The most severe cases saw seven customers exceed their limits by more than NOK 100,000, with one player able to wager NOK 643,000 beyond their set threshold.

Under Norwegian regulations, players can set personal loss limits and are subject to a mandatory cap of NOK 60,000 in losses over any three-month period, plus any winnings.

Impact on Vulnerable PlayersLotteritilsynet emphasized the severity of the breach, noting that many affected customers had medium or high risk profiles for developing gambling problems.

"Loss limits are the most important tool for preventing players from developing serious problems. That these limits failed to function over such a long period is extremely serious," said Tore Bell, Department Director at Lotteritilsynet.

The regulator highlighted that affected players may have lost more money than intended, potentially causing financial difficulties and loss of control for vulnerable individuals.

Mitigating FactorsThe NOK 6 million fine represents 0.63% of Norsk Rikstoto's 2024 revenue of NOK 950 million (after prize deductions). Lotteritilsynet noted that the operator's swift correction once the error was discovered, along with its transparency and cooperation throughout the investigation, were considered mitigating factors.

This marks the first time Norsk Rikstoto has received a penalty under Norway's gambling legislation.
