Norsk Rikstoto Faces €560K Fine After 800 Players Exceed Loss Limits

Lotteritilsynet has issued Norsk Rikstoto a formal notice of a potential NOK 6 million (approximately €560,000) fine after a technical failure allowed 806 customers to exceed their loss limits between December 2022 and September 2025.

Scope of the BreachThe technical error affected the operator's Andelstorget and På Lag platforms, resulting in 2,047 instances where players wagered beyond their set limits. Total overspend reached nearly NOK 4 million across all affected accounts.

"Loss limits are the most important tool for preventing players from developing serious problems," said Tore Bell, Division Director at Lotteritilsynet. "That loss limits failed to function over such a long period is extremely serious."

High-Risk Players AffectedSeven customers exceeded their limits by more than NOK 100,000, with one player spending NOK 643,000 beyond their set threshold. Lotteritilsynet noted that many affected customers were classified as medium or high-risk for developing gambling problems.

"These players made conscious choices to protect themselves, and loss limits should serve as a safety net," Bell added.

Mitigating FactorsThe proposed fine represents 0.63% of Norsk Rikstoto's 2024 turnover of NOK 950 million (net of prizes). Lotteritilsynet acknowledged that the operator quickly rectified the error once discovered and cooperated fully throughout the investigation.

Norsk Rikstoto has three weeks to respond before Lotteritilsynet issues a final decision. Under Norwegian gambling law, operators must maintain functioning loss limit systems as a core responsible gambling requirement.
