Latvia Q2 2025: iGaming Revenue Grows 4.9% as Land-Based Sector Declines 12%
Latvia's gambling market generated €141.09 million in total revenue during H1 2025, representing a 3.3% year-on-year decline, according to IAUI (Izložu un azartspēļu uzraudzības inspekcija) Q2 market data. However, the figures reveal a stark divergence between thriving online operations and struggling land-based venues.
iGaming Strengthens Market DominanceInteractive gambling revenue reached €80.32 million in H1 2025, up 4.9% compared to the same period last year. Online channels now account for 56.9% of Latvia's total gambling market. The segment breakdown shows:

By June 2025, Latvia operated 168 gaming halls with 4,284 machines—17 fewer venues and 460 fewer machines than the previous year. IAUI Director Signe Birne attributed this to operators closing unprofitable locations.
The country maintains 2 casinos, 1 bingo hall, and has seen betting shop locations increase to 78.
Tax Contributions and EnforcementThe industry contributed €29.78 million in gambling taxes and fees to state and municipal budgets in H1 2025, a 2% increase year-on-year. Additional tax payments from operators totaled €30 million.
On the enforcement front, IAUI blocked 180 unlicensed gambling websites during the first half of 2025. The self-exclusion registry now contains 85,442 individuals, with 35,974 currently holding active exclusion status.
