Irish Gambling Regulator Releases Licensing Application Guide Ahead of 2025 Launch

The Gambling Regulatory Authority of Ireland (GRAI) has released detailed licensing application guidance as the regulator prepares to begin accepting applications under the Gambling Regulation Act 2024.

B2C Licences First in QueueThe GRAI will initially focus on Business-to-Consumer licence applications, with online applications for both in-person and remote B2C betting licences expected to open later this year. Business-to-Business gambling licences and charitable/philanthropic licences will be accepted at a later stage.

Transitional ArrangementsUntil the new licensing regime is operational, the regulator has advised operators to continue with existing arrangements:

Betting licences: Apply to or renew with Revenue Commissioners under the Betting Act 1931Gaming licences: Continue under the Gaming and Lotteries Act 1956Lottery licences and permits: Assessed by District Courts and An Garda Síochána respectivelyWho Needs a LicenceUnder the new Act, any provider of gambling activities operating in Ireland or offering gambling products and services to Irish consumers will require a GRAI-issued licence.
