Ireland's GRAI Unveils Three-Year Regulatory Strategy for Gambling Sector

The Gambling Regulatory Authority of Ireland (GRAI) has released its inaugural Statement of Strategy covering 2025-2027, providing operators with a clear roadmap of regulatory priorities as Ireland's gambling market enters a new era of oversight.

Six Strategic Priority AreasThe strategy focuses on six core functional areas that will shape the regulatory environment for operators:

Licensing – establishing new licensing arrangementsMonitoring and Compliance – ongoing oversight of operator activitiesEnforcement – action against non-compliant operatorsConsumer Protection and Awareness – harm prevention measuresPeople, Organisation, and Governance – internal regulatory capacityDigital First – technology-driven regulatory approachWhat Operators Need to KnowEstablished on a statutory basis in March 2025 under the Gambling Regulation Act 2024, the GRAI operates as an independent, self-financing regulator. This means operators will fund the regulatory regime through licensing fees.

GRAI CEO Anne Marie Caulfield emphasised the focus on building a robust licensing regime that ensures operators consistently adhere to standards. The authority has also committed to evidence-based regulation supported by research initiatives.

Chair Paul Quinn highlighted that establishing new licensing arrangements, compliance management, and enforcement functions during this strategy period is central to the regulator's mission.
