GGL Hosts DACHL Summit: German-Speaking Regulators Unite on Enforcement

The Gemeinsame Glücksspielbehörde der Länder (GGL) is hosting the annual DACHL meeting on October 8-9, 2025, bringing together gambling regulators from Germany, Austria, Switzerland, and Liechtenstein in Halle to share best practices and discuss developments in gambling law.

Key Conference TopicsThe two-day summit focuses on several critical areas for cross-border regulatory cooperation:

Combating illegal gambling: Delegates will discuss IP-blocking measures and other technical enforcement tools, with the aim of intensifying international cooperation against unlicensed operatorsRegulatory frameworks: Sessions cover the evaluation of Germany's Interstate Gambling Treaty, varying criminal law approaches to gambling regulation, and the regulatory classification of loot boxesSports betting integrity: Discussions address illegal betting in amateur sports and technical solutions to prevent identity verification circumventionResponsible gambling: Regulators will examine current harm prevention approaches, including the use of Markers of Harm to identify problematic gambling behavior earlyExpanding European Cooperation"Through close cooperation with European regulatory authorities, we can benefit across all areas of responsibility—from combating illegal gambling to supervising licensed operators and preventing gambling addiction," said GGL Board Member Ronald Benter.

The GGL plans to further intensify international cooperation through ongoing information exchange and deployment of modern technologies to support regulatory work. A broader event involving additional European gambling authorities is planned for 2026.
