Dutch Regulator Warns One Casino and bet365 Over Prohibited U21 Betting

The Kansspelautoriteit (Ksa) has taken action against One Casino and bet365 after both operators were found offering prohibited sports betting markets on football matches involving players under 21 years of age.

Prohibited Under Dutch LawUnder the Dutch Gambling Act (Wet op de kansspelen), betting on sports events featuring participants under 21 is strictly forbidden due to the elevated risk of match-fixing. Younger players are considered more susceptible to manipulation, making such markets particularly vulnerable.

System Errors to BlameA Ksa inspection revealed that both operators offered betting options on U21 football matches during 2025:

One Casino: A faulty system registration incorrectly classified a U21 match as an international friendly. The operator has since cancelled all related bets, compensated affected players, and announced additional preventive measures.bet365: Similarly experienced a registration error that led to a U21 match appearing in their betting offer. The company has conducted an internal review and implemented additional automated systems to prevent recurrence.Operator ResponsibilityThe Ksa emphasized that operators bear full responsibility for their betting offerings at all times and must maintain robust systems and controls to prevent violations.

The regulator recently published an updated "Commitment to Integrity" guideline in December, aimed at improving the integrity of sports betting offerings and reducing match-fixing risks across the Dutch market.
