Dutch Regulator Fines Starscream Limited €4.2M for Illegal Gambling Sites

The Kansspelautoriteit (Ksa) has imposed a €4,228,000 fine on Starscream Limited for offering illegal gambling services to Dutch players through three websites: rantcasino.com, allstarzcasino.com, and sugarcasino.com. The Saint Lucia-based operator had previously received a penalty order for the same illegal offering.

Ksa Chairman Michel Groothuizen acknowledged the challenges of collecting fines from non-EU entities but stressed the importance of continued enforcement action: "Although collecting such fines presents challenges, particularly with parties outside the EU, we continue to send the signal that we take firm action against illegal offerings in the Netherlands."

The fine underscores the Dutch regulator's commitment to protecting its regulated market, which was established to ensure higher player protection standards than those typically offered by unlicensed offshore operators.
