Dutch Gambling Authority Restructures Board and Management from January 2026

The Kansspelautoriteit (Ksa) will implement a significant organizational restructure effective 1 January 2026, transitioning to a streamlined board model designed to handle the increasingly complex Dutch gambling market.

New Governance StructureThe reformed Board of Directors will consist of one full-time chairman and two part-time board members, replacing the previous structure. Current chairman Michel Groothuizen will remain in his position, serving as the primary point of contact for the organization and representing the regulator domestically and internationally.

The two part-time board members will provide strategic expertise, particularly in digitalization, governance, and integrity matters. The recruitment process for these positions is at an advanced stage, with announcements expected shortly.

Three New DirectoratesThe Ksa's departments will be reorganized into three directorates responsible for day-to-day operational management. During January, Michel Groothuizen and Ella Seijsener will temporarily assume directorate responsibilities until permanent appointments are made.

Under the new structure, directors will handle operational leadership while the board focuses on strategic direction, framework setting, and oversight of statutory duties and social objectives.

Leadership TransitionThe restructure marks the departure of vice-chairman Bernadette van Buchem, who has served on the board since 2018. Until the new board members are appointed, Groothuizen will temporarily serve as the sole board member.

The Ksa cited several factors driving the reorganization, including technological developments such as AI, increasing illegal gambling supply, and intensified international regulatory cooperation. The changes aim to create a more agile organization capable of supervising the rapidly evolving gambling market while strengthening player protection and data-driven supervision.
