Bavaria Takes Over GGL Administrative Council Chairmanship

The Gemeinsame Glücksspielbehörde der Länder (GGL) has entered its fifth year of operation with new leadership at the helm of its Administrative Council. Sandro Kirchner, State Secretary at the Bavarian State Ministry of the Interior, for Sport and Integration, took over as chairman on July 1, 2025, succeeding Baden-Württemberg's Reiner Moser.

Outgoing Chairman Highlights ProgressMoser reflected positively on the GGL's development during his tenure, noting the authority has established itself as a reliable institution for supervising and controlling the online gambling market. He pointed to significant achievements in both combating illegal gambling and regulating the licensed market.

"The online gambling market has developed rapidly in recent years. The GGL has met the resulting challenges with great commitment," Moser stated, thanking the board and staff for their constructive cooperation.

New Chairman Sets PrioritiesKirchner takes the reins as the GGL pursues ambitious goals, particularly around strengthening international cooperation to further curb illegal gambling operations.

"The consistent pursuit of illegal offerings and player protection are my highest priorities," Kirchner declared. "The GGL's work must continue to be fundamentally aligned with the goal that the business model of illegal gambling must not be profitable in Germany."

The incoming chairman expressed confidence in the authority's positioning to handle ongoing challenges in the evolving market.

About the Administrative CouncilThe Administrative Council serves as the GGL's supervisory and steering body, comprising senior officials from the gambling supervision ministries of all 16 German federal states. The chairmanship rotates annually on July 1 in alphabetical order among the member states.
