ANJ Publishes AML/CTF Reference Framework for French Gambling Operators

The French National Gambling Authority (ANJ) has published an official reference framework for combating fraud, money laundering, and terrorism financing in the gambling sector. The framework, adopted by the ANJ board on June 3 and now published in the Official Journal, provides operators with a complete compliance toolkit.

High-Risk Sector DesignationBoth national and European analyses have identified the gambling sector as presenting elevated AML/CTF risks, with variations depending on game types and distribution channels. The new framework replaces previous guidelines jointly established by TRACFIN (France's financial intelligence unit) and the former online gambling regulator ARJEL in December 2019, as well as guidance from the Interior Ministry's Central Racing and Gaming Service (SCCJ) for exclusive rights operators.

Who Must ComplyThe framework applies to all gambling operators except casinos and gaming clubs, which remain under SCCJ supervision. Non-compliance with AML/CTF obligations may result in sanctions proceedings before the relevant national commission.
